Why Tournaments Are Sanctioned By the State Association
Please be advised that some tournaments being offered in Eastern Pennsylvania NOT on the sanctioned tournament list are unsanctioned events. Being unsanctioned means there are no guarantee son how the tournament is being operated.
- No guarantee that your opponents are the correct age and using the correct age matrix.
- No guarantee that your opponents have any insurance coverage.
- No guarantee that the event is using USSF certified referees.
- No guarantee that risk management screening of coaches, assistants, referees or event staff has occurred.
- No guarantee that Eastern Pennsylvania Youth Soccer insurance coverage for injuries will be honored.
- No guarantee that FIFA and USSF rules of play are being followed.
- As a team planning to attend an event, be aware of what organization is sanctioning the tournament and how that might affect your choice to participate.
How to Host a Tournament
Step 1: Read the Eastern Pennsylvania Youth Soccer Guidelines below.
Step 2: Download the ‘Host Tournament Document’ & ‘Application Hosting Agreement’ fillable pdf. Send all necessary documents signed by the Host Organization and Tournament or Games Director (PDF).
Step 3: Send all documents to be reviewed for approval to LKelly@epysa.org. Email the following documents to complete your request:
- Application to Host Tournament Document (signed)
- Application Hosting Agreement (signed)
- Referee Certification Form (signed)
- Tournament Rules
- Tournament Website address
- Jpeg of the Tournaments Logo
- Cost
- If you plan to host foreign teams; you will need to complete additional required paperwork below.

- Post Tournament Report Form (submitted via email within 30 days of the conclusion of the event)

A Post Tournament Report must be filed with Eastern Pennsylvania Youth Soccer within 30 days after the conclusion of the tournament. Failure to file a report shall preclude the tournament from receiving sanction for any tournament for the following seasonal year(s) until the report is filed.
Application to Host a Tournament or Games Involving Foreign Teams
This form is required to apply for sanctioning of a tournament or games involving foreign teams.
In granting permission to host a tournament or games, U.S. Soccer is NOT liable for tournament/games logistics, overall tournament/game planning, invitation of participating team(s), transportation, accommodations, illness, loss of revenue, or injury to persons or property sustained in the course of the sanctioned event.

After reviewing the procedures below, click Next at the bottom of the page to proceed to the application. Please note that it is not possible to save your application and return to it later, so be prepared to complete your application in full.
PROCEDURES TO APPLY TO HOST FOREIGN TEAMS IN TOURNAMENTS OR GAMES
The documentation listed below must be submitted to U.S. Soccer for approval no later than thirty (30) days in advance of the proposed start date of the tournament/games for which you are requesting permission to host:
1. Completed Application to Host a Tournament or Games Involving Foreign Teams (this form);
2. Other sanctioning agreements as required by your State Association, National Association, and/or Sectional Director;
3. Copies of the letters from each foreign team’s Federation granting permission to travel;
4. Completed Conditions Agreement for Hosting Foreign Teams in a Tournament or Games, with the appropriate supporting data, signed by the President or Chief Officer of the Host Organization and by the Tournament Director (fillable PDF available for download here);
5. Certificate of Insurance for liability coverage not less than $100,000/$200,000/$25,000 for the Tournament or Games;
6. Copy of the Rules for the Tournament or Games (checklist available for download here);
7. Audited or notarized financial report of similar events, if any, conducted by the organization; and
8. Application fee ($200.00) – credit card information collected as the last step of this application form
U.S. Soccer is not required to accept or approve any application to host a tournament submitted less than thirty (30) days in advance of the event.
Upon approval, U.S. Soccer will notify the applicant, with a copy to the State Association/Technical Director.
